Karkoc, who was born in a town of what is today Ukraine, was rejected because of his lack of German language skills, according to the file, found by The AP in the U.S. National Archives in College Park, Md. Karkoc went on to serve as a commander in the SS-led Ukrainian Self Defense Legion.
