HARTFORD, Conn. (AP) - A Connecticut police detective is under investigation after self-reporting hitting a person who was handcuffed and sitting on the ground during a drug arrest.
Hartford Interim Police Chief Jason Thody tells the Hartford Courant that the detective, whose name has not been released, reported the incident in a use of force report after it occurred in May.
Thody said Wednesday that after further review of body camera footage he referred the report to prosecutors for possible criminal charges.
A department internal investigation is also underway.
Thody says the detective said he hit the suspect in the shoulder because he thought the person was trying to stand and flee.
The detective has been placed on administrative leave pending the results of both investigations.
