MONTPELIER, Vt. (AP) - Republican Gov. Phil Scott has ordered flags at state facilities to be lowered to half-staff in honor of Donald Edwards, the former adjutant general of the Vermont National Guard, who died in August.

The U.S. and Vermont flags will be lowered Saturday through Monday. A memorial service is planned at Norwich University on Saturday.

Edwards was elected adjutant general in 1981 and commanded 4,000 members of the Army and Air National Guard for 16 years.



The state says during his tenure he founded the Army Mountain Warfare School in Jericho that trains U.S. service members and others from across the country and world in the skills of fighting in the mountains.
