Democrat Danica Roem made history Tuesday by becoming the first transgender member elected to the Virginia House of Delegates after knocking off incumbent Republican Bob Marshall in the 13th District.
Mr. Marshall has spent 26 years in Richmond, where he is known as a staunch social conservative.
