WHEELING, W.Va. (AP) - An ex-Division of Highways contractor been sentenced to probation in a highway contract kickback scheme.
Fifty-two-year-old Mark Whitt of Winfield was sentenced Monday for wire fraud. He also was ordered to pay $250,000 in restitution to the state.
Whitt was owner and president of Bayliss and Ramey Inc., which was awarded a statewide signal maintenance contract in 2009.
Four others have pleaded guilty in the conspiracy to bypass normal state procedures and steer $1.5 million of inspection work to Dennis Corp. of Columbia, South Carolina.
In a related case, 40-year-old James Travis Miller of Hurricane, who worked for the state and later Dennis, also was sentenced to probation Monday on a conspiracy charge.
Another ex-DOH employee, Bruce Kenney III, was sentenced this month to 21 months in prison for wire and tax fraud.
