The Florida Times-Union reports that State Attorney Melissa Nelson recently filed a misdemeanor battery charge against Jacksonville police officer Tim James and three felony counts of grand theft against Neptune Beach police officer Chris Ortiz.

The Jacksonville Sheriff’s Office arrested James in June after he was accused of beating a handcuffed teenager in the back of a patrol car.
