CONCORD, N.H. (AP) - Inmates from New Hampshire’s state prison have cleared the snow from a state-owned sidewalk that became the subject of debate after a homeless man in a wheelchair was fatally struck by a vehicle on the road alongside it.
The sidewalk along Interstate 393 links a soup kitchen and downtown Concord. When there’s snow, people walk in the shoulder next to the curb. Gene Parker was struck Jan. 28 after snow fell.
For months, neither the state nor the city said it was their responsibility to plow the sidewalk. The Concord Monitor reports (https://bit.ly/2hiTX6Z) they reached an agreement: The state will remove ice and snow and treat the sidewalk through May 30.
Minimum-security inmates are doing the shoveling. But ultimately, the work will be completed by a Department of Transportation-hired contractor using up to $5,000 of city money.
