BOULDER, Colorado — New York Gov. George Pataki took a swipe Wednesday at Republicans over climate change, describing human-caused global warming as “incontrovertible.”

At the same time, Mr. Pataki said during the Republican presidential debate that the solution to climate change isn’t more layers of government regulation but rather technological advances such as hydraulic fracturing.

“I want Republicans to embrace innovation and technology,” Mr. Pataki said, instead of raising questions about “science that everyone accepts.”



He said the United States is the only nation to have lowered carbon-dioxide emissions since 1995, which he attributed to using fracking to extract natural gas.
