State Rep. Jack Franks of Marengo says Northstar Lottery Group LLC has cost the state millions of dollars in lost profits and is hurting Illinois taxpayers.

Northstar Lottery Group has previously fallen short of the profits it promised, leading to millions of dollars in penalty pay.

In a statement late Wednesday Northstar officials told Crain’s Chicago Business (https://bit.ly/1luJWhd ) that revenues have grown under its management and it’s paid the penalty for missing profit targets. The company says it has built a strong foundation for a succeful future.

Quinn’s office says it’s closely monitoring the situation and expects all those involved to follow the agreement in good faith.
