DETROIT (AP) - Detroit emergency manager Kevyn Orr has asked for bids in the process of privatizing parts of the Detroit water department, which serves about half of Michigan’s residents.

The Detroit News (https://bit.ly/OWTlFc ) says it obtained a copy of a document from Orr requesting responses by April 7. It says the proposal calls for limiting rate increases to no more than 4 percent per year for the first 10 years.

The document says Orr wants to close a deal by August.



In the past, Orr has proposed turning the water and sewer department over to a regional authority. That’s drawn a mixed response from suburban communities.

Detroit’s water system serves about 4 million people across southeastern Michigan.

Orr is leading Detroit through federal bankruptcy proceedings to trim an estimated $18 billion debt.
