SALEM, Ore. (AP) - Gov. John Kitzhaber has declared a drought emergency in Crook County as dry conditions threaten deliveries to farmers and other users.

The action on Friday means the state can prioritize use of water for human consumption and livestock, as well as for wells when streams run low.

The declaration also allows residents impacted by drought to access federal aid. With the passage of the farm bill by Congress, a number of federal drought programs have been reauthorized that can assist farmers and small business owners.

Earlier this year, Kitzhaber declared drought emergencies in Klamath, Lake, Malheur and Harney counties.
