Sen. Rand Paul said Thursday he will try to force a debate on going to war against the Islamic State terrorists by offering a war declaration as an amendment to a separate water bill.

In a Senate Foreign Relations Committee business meeting, the Kentucky Republican said he planned to introduce the amendment as a way of forcing fellow senators to confront the ongoing war and their own duty to be responsible for declaring wars. Some lawmakers on both sides of the Capitol say the debate should happen before Congress adjourns for the year.

Thursday’s committee meeting is not being televised or broadcast on the web, and the room is at full capacity for the unexpected debate in what should have been a uneventful meeting.
