BATON ROUGE, La. (AP) - Regulations will be tightened on explosives licenses in Louisiana, in response to the discovery of millions of pounds of improperly stored military propellant at Camp Minden.
With a 39-0 vote Tuesday, the Senate gave final passage to a bill by Delhi Sen. Francis Thompson with the new restrictions.
Thompson said he sponsored the bill after an October 2012 explosion led to an investigation at Camp Minden, in which a Louisiana State Police investigator discovered the propellant.
His bill spells out that the state police have the authority to inspect facilities with state explosives licenses. It also requires that manufacturers, dealers and users of explosives also have a valid license or permit from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives.
