LETTER TO THE EDITOR: Cruel and unusual?

OPINION:

Deborah Simmons’ column titled “Council interns shine hopeful light on city youths” (Metro, Monday) describes a program that places junior- and senior-high school students into D.C. Council offices in order to learn about government.

I have a question: Does this constitute “child abuse”?
