Bevin, wants to overhaul the state's troubled child-welfare system, inspired by his own family's failed attempt to adopt a young girl. The Bevins started the process of trying to adopt a young girl from Kentucky's child-welfare system. They had their fingerprints taken, three times and opened their home to an inspection.
