Some Capitol Hill lawmakers vow to give up their salaries in order to head off public frustration with Congress. Sen. Mark R. Warner, Virginia Democrat, (top) is contributing his salary to the Federal Employee Education and Assistance Fund, a nonprofit devoted to helping civilian federal and postal employees. Sen.
