President Obama offered a love-inspired stimulus plan on Valentine’s Day, telling men to splurge.

“Let me start with a quick public service announcement for all the gentlemen out there: Today is Valentine’s Day. Do not forget,” Mr. Obama said at the White House as he prepared to urge Congress to approve a payroll-tax cut.
